We have an exciting opportunity for an innovative, energetic, and highly skilled professional to direct and manage through subordinate managers the producer licensing, consumer advocacy, and market surveillance programs. This person will serve as a member of the executive team, developing policy, strategic goals and initiatives, and working with stakeholders and consumers in formulating legislative concepts and policy direction for division programs.

The Department/Division:
The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting consumers and workers in the State of Oregon. The Insurance Division is responsible for protecting the public's interests by ensuring the financial soundness of insurers, the availability and affordability of insurance, and fair treatment of policyholders and claimants while maintaining a positive business climate.

Qualifications:

The successful candidate will at a minimum have:
Three years of management experience; managing multiple units/program areas; which included responsibility for the following:
Interpreting and creating rules and policies;
Developing long and short range goals and plans;
Directing and guiding key projects; and
Evaluating unit/program area performance.

45-48 quarter hours (32-32 semester hours) of graduate level coursework in management may substitute for one year of experience.

Preference may be given to candidates with experience working in the Health Insurance Industry; specifically experience with HIPAA.

Desired Attributes:
Five years of increasingly responsible management experience.
Collaboration, negotiating and consensus and relationship building skills with the ability to manage the conflicting priorities or diverse stakeholders with a focus on collaboration and relationship-building with government officials, citizens and other key stakeholders.
Demonstrated success in leading others in a manner that fosters commitment to delivering effective and quality results with a focus on problem solving.
Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies.
The ability to analyze complex and sensitive issues and situations, identify alternative solutions, forecast consequences of proposed actions, and implement recommendations in support of established goals.

Salary & Benefits:
Salary $61,812 to $91,020 annually, plus benefits.
